Initiation
　　In 1994, 10 private entrepreneurs signed jointly a written proposal to call people of the non-public sector to "devote ourselves to the anti-poverty Guangcai Program" in the second session of 7th National Committee of the ACFIC to co-operate with the implementation of "Eighth Seven-Year Anti-Poverty Plan of China."

　　Tenet
　　With personage from non-public economic entity and private entrepreneurs as the major participants (including personage from industry and commerce in Hong Kong, Macao, and Taiwan and overseas Chinese), the Guangcai Program supplements the implantation of Western Development Strategy to seek for common development, benefit, profit and civilization and prosperity with former revolutionary base areas, areas inhabited by minority nationalities, remote and border areas and poverty-stricken areas, and middle and western areas.

Concept 　　Socialistic morality and benefit concept of "neglecting neither morality nor benefit." "Morality" is the pursuit for patriotic sentiment and common prosperity, and the moral spirit reflection of serving the society and the mother country. "Benefit" is the pursuit for the just and legal benefit and is the reflection of the material benefit.The concept of

"neglecting neither morality nor benefit" is not only to persist in and advocate serving he mother country, and to perform duties to the society, but also to acknowledge and respect the legal benefit of individuals. The concept unites morality and benefit together.

　　Content
　　With the participation in China's Western Development Strategy as the emphasis, oriented toward former revolutionary base areas, areas inhabited by minority nationalities, remote and border areas and poverty-stricken areas and middle and western areas, centered around project investment, the Guangcai Program exploits resources, sets up enterprises, trains talents, develops trade and accelerates the progress of economic, educational, sanitary and cultural progress of the poor areas through multi-ways such as donation etc.

　　1. It plays important roles in eradicating poverty and accelerating the economic development of poor areas.
　　2. It makes great contribution in expanding social employment channels and helping state-owned unemployed person to be re-employed.
　　3. It accelerates social progress, reinforces the union of different nationalities and develops human right causes.
　　4. It helps personage from non-state-owned economic system to improve their quality and to build up their fine social images.

　　Promotion of Guangcai Program
　　To promote the Guangcai Program is the major task of CSPGP. Guangcai Program is a systematic project. It is a social anti-poverty cause consisting of many anti-poverty projects. It is also a specific process of planning, selecting, cooperating and implementing anti-poverty projects. To promote Guangcai Program is to set up supporting systems of policy, fund, information, publicity and social awards with the specific projects as basis, targets and objects. With the gradual progress of the Guangcai Program, the promotion of the projects usually centers around project selection, investigation, validation and implementation supplementing with policy coordination, fund support and service consultation. Now a group of key and model projects have been established nationwide and introduced to the public.

　　Characteristics of Guangcai Program
　　It is a non-governmental organization with its major participants as people from non-public economic entity. It holds high the great banner of "carrying forward traditional Chinese virtues and accelerating common affluence." It sticks to the principles of "volunteering, participating according to the limits of their abilities, mutual benefit and neglecting neither morality nor benefit". It runs abiding by the rules of enterprise and economic behaviors in accordance with the advantage and characteristics of the involved enterprises. It maintains the outstanding characteristics of the united fronts and relies on the recognition and support of party committees, governments and all social walks.

　　Significance of Guangcai Program
　　Guangcai Program unites moral, economic and political actions, which is a way complying with typical Chinese characteristics in the following three aspects:
1) Guangcai Program promotes the Chinese traditional virtues of aiding the poor and it is a kind of noble moral actions.
