Chapter 1 Introduction
Article 1 The name of the organization
is "China Society for Promotion of the Guangcai Program
(CSPGP)."
Article 2 The society is composed
of voluntary business representatives from private sector
in Chinese mainland, Hong Kong, Macao, Taiwan and the rest
of the world at large. It is an independent non-governmental
organization.
Article 3 Vision of CSPGP: The
main participants of China Guangcai Program are people from
private sector. Under the principle of "voluntary, mutual
beneficial, participating according to the limits of abilities,
and neglecting neither morality nor benefits", the China
Guangcai Program focuses on co-operation with middle areas,
western China and especially, former revolutionary base areas,
areas inhabited by minority nationalities, remote and border
areas, and poverty-stricken areas. According to economic laws,
it aims at common prosperity and affluence through anti-poverty
projects in these areas, thus contributes to the building
of socialism with Chinese characteristics.
Chapter 2 Mission
Article 4 Mission of the CSPGP:
1. To encourage, induct, organize
and promote private enterprises in China to develop resources
in, set up business in, train talents for and trade with Middle
China, West China, and especially, former revolutionary base
areas, areas inhabited by minority nationalities, remote and
border areas, and poverty-stricken areas.
2. To attract business people from
Hong Kong, Macao, Taiwan and the world at large to co-operate
in technology and trade with Middle China, West China, and
especially, former revolutionary base areas, areas inhabited
by minority nationalities, remote and border areas, and poverty-stricken
areas.
3. To provide services for businesses
and people participating in China Guangcai Program and help
them solve problems, thus build the force of Guangcai Program.
4. To promote the development of
Guangcai Program by studying policies, designing plans, exchanging
experiences, awarding models, sharing information, and reporting
situation.
5. To liaise and co-operate with
related international institutions.
Chapter 3 CSPGP Member
Article 5 The society is composed
of individual members, group members and guest members.
Article 6 Private enterprisers in
Mainland and business people from Hong Kong, Macao, Taiwan
and the world at large, who are interested in China Guangcai
Program, can apply to be members of the society.
Article 7 Membership will be approved
after evaluation. Private enterprisers in Mainland and business
people from Hong Kong, Macao, Taiwan and the world at large,
who are interested in China Guangcai Program, can be individual
members. Provincial Guangcai Program societies and other non-governmental
organizations aiming at anti-poverty projects can be group
members. People from other industries but interested in promoting
Guangcai Program can be guest members.
Article 8 Rights of the Members:
1) Suffrage; 2) Attending activities hosted by the society;
3) Supervising the society.
Article 9 Responsibilities of the
Members: 1) Complying with the Constitution, honor the CSPGP
and following decisions of the society; 2) Actively attending
activities hosted by the society and accomplishing tasks consigned
by the society; 3) Timely submitting membership fee.
Chapter 4 Organization
Article 10 The Board
1. The highest authority belongs
to the Board.
2. The term of each board is two
years. The executive council organizes the board meeting once
in a year.
3. Rights and responsibilities of
the Board: 1) Evaluate and approve Executive Council's report;
2) Frame and modify the Constitution; 3) Elect members of
Executive Council, Secretary-General and Deputy Secretary-General.
Article 11 The Executive Council
1. The Executive Council is composed
by one President, several Vice Presidents, and several standing
members.
2. The authority of the Board is
delegated to the Executive Council out of the period of Board
meeting.
3. The President is responsible
to hold a meeting to deal with issues of Executive-Council
meeting once in a year or half a year.
4. Rights and responsibilities of
the Executive Council: 1) Comply with decisions by the Board;
2) To submit reports to the Board; 3) Propose name list of
President, Vice Presidents, and standing members, Secretary-general
and Deputy Secretary-general; 4) Hire and fire members; 5)
Evaluate awardship; and 6) Write a plan of events and activities
every year.
Article 12 The Secretary-general is the judicial person of
the CSPGP. Daily Affair Office deals with daily affairs under
the leadership of Secretary-general and Deputy Secretary-general.
Chapter 5 Outlay
Article 13 Outlays of the society are covered by:
1. Membership fees;
2. Sponsor from related associations,
businesses and individuals; and
3. Other resources.
Chapter 6 Supplementary Articles
Article 14 The headquarter of the
CSPGP is located in Beijing.
Article 15 The CSPGP can terminate
activities with approval from 2/3 of total board members after
board meeting and approvals from United Front Work Department
of the CPC Central Committee and Ministry of Civil Affairs
of China after application.
