¡¡¡¡ The CSPGP works
under the instruction of United Front Work Department of the
Communist Party of China (CPC) Central Committee, and the
All-China Federation of Industry and Commerce (ACFIC) and
is monitored and administered by MCA (Ministry of Civil Affairs
of China). It daily work is done by its standing organizations
under the leadership of the General Secretary and Vice-General
Secretary. Its main standing organizations include CSPGP General
Office, Project Department (location: No.27 Lane Xisi Daguaibang,
Beijing), Liaison Department (location: No. 135 Fuyou Street,
Beijing) and Publicity Department (location: No. 93 Beiheyan
Street, Beijing). The General Office handles of everyday administrative
matters of the CSPGP, the Project Department promotes anti-poverty
projects, the Liaison Department is responsible for all the
liaison matters and the Publicity Department collects and
makes the anti-poverty achievements of private entrepreneurs
to the public.
¡¡¡¡No matter in which part of the country, no matter
in which industry, the banner of the Guangcai Program has
united private entrepreneurs in the undertaking of eliminating
poverty and achieving prosperity. After ten years' continuous
efforts, millions of people have get rid of poverty and embarked
on the road to prosperity.
¡¡¡¡The Guangcai Program is different from ordinary poverty
relief programs. It is a new model of poverty alleviation
which is focused on development ,serving as a new force in
the poverty reduction undertaking. Based on the concepts of
volunteerism and mutual benefits and reciprocity.
Guangcai program is an investment practice and enterprises'
behavior with a purpose to achieve prosperity and eliminate
poverty. It is also a passionate and lofty behavior, adoring
the concepts of combining generosity and profits and laying
equal stress on morality and actions, showing the traditional
Chinese virtues.
¡¡¡¡The Guangcai Program has been committed to supporting the
government's key work, including poverty alleviation campaign,
the Western Development, reemployment project for laid-off
workers, the reform of state-owned enterprises(SOE) and the
rejuvenation of North East China. Our program is the fruit
of the reform and opening up as well as a booster of the prosperity
of the country and the people.
¡¡¡¡Since its inception, the Guangcai Program has taken poverty
reduction and social well being as its responsibilities. While
working on projects, the program has been promoting education,
building bridges and highways, aiding the most vulnerable,
giving long-awaited help to underprivileged people and areas
with the warmest heart and the most sincere passion
¡¡¡¡The program through development has adopted the concepts
of coordinated development and cooperation to achieve win-win
situation, it has been actively participating in various activities.
It has always been expanding the working fields to pursue
the harmonious development between man and society, as well
as between man and nature
¡¡¡¡The Guangcai Program not only opens a new way for social
development that enables people who are rich to help those
in need to achieve prosperity, and it also provides a large
stage for entrepreneurs in private sector to improve themselves
and make full use of their capabilities. As a result, the
program has won full acknowledgement of the Patry , the national
government and the society.
¡¡¡¡International Exchanges: In today's world, peace and development
has become the main issue of the time. All governments have
set the political, economical and social goal of eliminating
absolute poverty and decreasing relative poverty. Guangcai
Program of China, as a brand new method of aid-the-poor and
development, has gained much attention from the world, especially
from the developing countries.
¡¡¡¡1. Stimulating mechanism: mutual beneficial
and neglecting neither morality nor benefit
¡¡¡¡The anti-poverty activities of CSPGP are volunteer actions
of the mass and not governmental actions. Its major participants
are private entrepreneurs who participate in the projects
under the principle of volunteering and within the limit of
their own abilities. The anti-poverty projects are mainly
development projects run according to market economic laws,
that is, the participants bear their own risks. Therefore,
the stimulating mechanism is bilateral, that is, both market
benefit and spiritual stimulation are working, which reflects
the major tenet of the Guangcai Program "mutual beneficial
and neglecting neither morality nor benefit".
¡¡¡¡¡¡¡¡1.£± Profit driving mechanism
¡¡¡¡Based on the principles of volunteering, mutual beneficial
and neglecting neither morality nor benefit, the CSPGP guides
and encourages private entrepreneurs to participate in development
anti-poverty projects for profit. Therefore, profit-driving
mechanism is the primary driving mechanism for private entrepreneurs
to participate in development anti-poverty projects under
market economics system.
¡¡¡¡¡¡¡¡1.£² Spiritual encouragement mechanism
¡¡¡¡The Chinese Communist party and the Chinese Government assert
active and positive praise to CSPGP anti-poverty activities.
This is the most important spiritual encouragement to private
entrepreneurs engaged in CSPGP anti-poverty projects. For
more details, see "Progress of CSPGP Anti-poverty Projects"
in the previous part. The CSPGP also highly honors and gives
publicity to those private entrepreneurs who have prominent
achievements in the anti-poverty projects. To honor those
private entrepreneurs and overseas participants actively engaged
in CSPGP anti-poverty projects, the CSPGP sets up "Guangcai
Program Medal" and "Guangcai Program Organizing
Award." It also actively recommends private entrepreneurs
to take part in nationwide anti-poverty award activities.
By the end of 2004, 156 private entrepreneurs have won "Guangcai
Program Medal" and 66 units and individuals have won
"Guangcai Program Organizing Award." Approved by
related international organizations, a small planet discovered
by China will be named as "Guangcai Program Planet."
¡¡¡¡¡¡¡¡2. Project promotion - promotion measures
of Guangcai Program
¡¡¡¡The CSPGP mainly relies on private entrepreneurs to implement
anti-poverty projects. Private entrepreneurs engaged in anti-poverty
projects select a project and then implement it to aid the
poor of the involved areas. The early stage of promoting a
project centers around investigation and after that, promotion.
¡¡¡¡In the early stage, a group of development anti-poverty
projects are initiated through making policies, establishing
related organizations, publicizing, organizing and investigating.
After that, more projects are started following examples of
those projects to mobilize people around the involved areas
to seek for common wealth. After that, anti-poverty activities
are focused on project promotion, which is the major way for
CSPGP to implement anti-poverty projects.
¡¡¡¡2.£± The development of promotion measures of Guangcai Program
¡¡¡¡2.£±.£± Mobilize private entrepreneurs to participate in development
anti-poverty projects
¡¡¡¡The CSPGP utilizes its organization resources and the system
resources of the United Front Work Department of CPC Central
Committee and the ACFIC to convey to private entrepreneurs
the importance and value of anti-poverty projects.
¡¡¡¡1) It calls on the wealth to keep in mind the mother country
and the people and to seek for common wealth.
2) It calls on the mass to actively participate in national
anti-poverty projects to make contributions to the social
and economic development of the former revolutionary base
areas, areas inhabited by minority nationalities, remote and
border areas and poverty-stricken areas in Eight-Seven Anti-Poverty
Plan of China and China Western Development.
¡¡¡¡3) Socialistic view about morality and benefit calls on
private entrepreneurs to emphasize both morality and benefit.
The general secretary of CSPGP Mr. Hu Deping mentions socialistic
view about morality and benefit in every symposium with private
entrepreneurs. The CSPGP calls private entrepreneurs to realize
their anti-poverty ambition in the meantime of managing their
business.
¡¡¡¡4) Participating in development anti-poverty projects is
also a means to expand the development of the enterprises.
¡¡¡¡2.£±.£² Promote anti-poverty projects through
investigation
The CSPGP organizes private entrepreneurs and economic personage
from Hong Kong, Macao, Taiwan and overseas areas to visit
and investigate poverty-stricken areas to strengthen the understanding
between them, and then pushes the entrepreneurs to discuss,
plan and implement anti-poverty projects with people in these
areas.
¡¡¡¡The CSPGP organizes entrepreneurs interested in anti-poverty
projects to investigate poverty-stricken areas and to understand
causes for poverty in these areas and resources exploitable
for anti-poverty projects. And then, they take specific anti-poverty
measures according to the information collected through investigation.
In the two years from the end of 1994 to the end of 1996,
the CSPGP, the United Front Work Department of CCCPC and the
ACFIC have organized 13 large investigation teams to visit
autonomous regions and provinces of Tibet, Inner Mongolia,
Xinjiang, Gansu, Sichuan, Hubei, Hunan and Guangxi for investigation
and investment. In addition, local branches of the CSPGP,
the United Front Work Department of CPC Central Committee
and the ACFIC also organize similar investigation activities.
Before these investigation activities, many private entrepreneurs
do not know the poverty situation in the poverty-stricken
areas and do not have personal experience of life conditions
there. Through these investigations, they see in their own
eyes the poverty conditions and get to know the resources
exploitable in these areas. Many of them are greatly shocked
and voluntarily ask to participate in the development anti-poverty
projects for these areas.
¡¡¡¡2.£±.£³ Promote anti-poverty projects
To promote anti-poverty projects is to push anti-poverty activities
through implementing the projects. Private entrepreneurs select
a project on their own will and then implement it to help
alleviate poverty of the involved area.
¡¡¡¡Private entrepreneurs select a project on their own will
according to concrete poverty conditions and objective demands
of the areas, national industry policies, their own economic
ability and technical strength. After that, they communicate
with local government and people to reach co-operation agreement
and to implement projects. All development anti-poverty projects
are run according to market economic laws and entrepreneurs
are responsible for the operation and management of the projects
and bear all risks.
¡¡¡¡During the implementation of the development anti-poverty
projects, private entrepreneurs need communicate fully with
the object being helped and form with them into a common interest
body. The common interest first reflects in that the capital,
technology, talents, management experience marketing and sales
of the enterprises have close relation and frequent exchange
with the resources, labor and demands of the local people.
Secondly, this common interest body establishes contractual
relationship between enterprises and the local people through
negotiation according to market demands and the will of the
contractual parties. The establishment and operation of the
contractual relationship is the economic democracy form of
the common interest body. This democracy form guarantees the
decision-making authority, operation rights and risk-bearing
responsibility of the investors. It also develops the franchise,
survival and development rights, and rights for participating
in social activities of the weak mass. Thirdly, the common
interest body is a double-win body so that it can fully mobilize
the enthusiasm of the involved to establish blood-generating
development anti-poverty projects.
¡¡¡¡Anti-poverty project promotion was first put forward by
the CSPGP in the first session of the first council conference
in 1996. It proves to be a plausible way for anti-poverty
projects after practice of these years. Now the project promotion
has taken new and further ways, typically in the following
two aspects: first project investors or undertakers have changed.
Projects were usually invested or undertaken by one enterprise
and there were only few projects that were invested or undertaken
by two or three enterprises. However, since 1999, there have
arisen many national consortia composed of private enterprises
and enterprises of other economic system (including enterprises
of national ministries and commissions and large state-owned
enterprises), and engaged in Guangcai Program projects of
specific industries. In some provincial areas, consortia composed
of several private enterprises and their subordinating local
braches also appear. Therefore, a nationwide investing system
for the Guangcai Program comes into being. Secondly, Guangcai
Program projects were almost totally separate from each other
in the initial years. However, since 1999, nationwide Guangcai
Program projects in the same industry have been mutually supporting
and co-operating with each other.
¡¡¡¡2.£².£± Temporary management measures for Guangcai Program
Application, recommendation and approval of key Guangcai Program
projects
¡¡¡¡To set up key Guangcai Program projects is to support a
group of key projects with centralized effort. Through supporting
key projects, the CSPGP can get to know the overall condition
and the general operation laws of Guangcai Program projects
nationwide so as to effectively push the all-round development
of Guangcai Program.
¡¡¡¡Key Guangcai Program projects must have the following qualifications:
1. Complying with national industry policies or anti-poverty
policies.
¡¡¡¡2. Having at least one of the following qualifications:
a) It has over 200 million yuan project investment; b) It
has more than 500 employees in the project; c) It has prominent
anti-poverty achievement or is an outstanding industry example.
¡¡¡¡3. There has been considerable investment or material construction
in the projects.
¡¡¡¡Principles for approving national key Guangcai Program projects
are as follows: project scale and benefit (including both
economic benefit and social benefit) as the primary principle,
considering the balance between provinces (autonomy regions
and municipalities directly under the Central Government),
taking priority for the following projects: a) implemented
in middle and western areas and national poverty counties;
b) having gained prominent anti-poverty achievements; c) being
of industrializing agriculture; d) being of entironment treatment
and national land virescence treatment; e) being of science
and technology innovation.
¡¡¡¡The application and recommendation of national key Guangcai
Program projects is conducted in October every year. The number
of national key Guangcai Program projects approved each year
is decided on Secretary General Conference.
¡¡¡¡Enterprises to apply for key national Guangcai Program projects
and CSPGP provincial branch to recommend key national Guangcai
Program projects shall fill in unified application forms and
recommendation forms according to regulations of CSPGP and
then send them to the CSPGP.
The process of applying for, recommending and approving key
national Guangcai Program projects is as follows:
¡¡¡¡1. Approved by CSPGP local branches, enterprises implementing
Guangcai Program projects apply for national key Guangcai
Program projects in written form and send requested materials.
2. CSPGP provincial branches review all applying projects,
choose and recommend no more than 3 projects to the CSPGP
(send to the CSPGP recommendation forms and requested materials).
¡¡¡¡3. The project department of the CSPGP reviews and investigates
the projects recommended by provincial branches, and then
puts forward the last recommended list of key projects.
¡¡¡¡4. The CSPGP secretary general conference reviews the recommended
list and reports to the chairperson of the CSPGP for approval.
¡¡¡¡National key Guangcai Program projects are officially released
and publicized by the CSPGP. The CSPGP will then issue national
key Guangcai Program certificates to the implementing entity
of the projects.
¡¡¡¡The project department of the CSPGP is responsible for the
contact with the implementing entities of national key Guangcai
Program projects and its local branches help the project department
to aid and support the projects.
¡¡¡¡Guangcai Program projects are managed dynamically. Some
national key Guangcai Program projects will be cancelled when
they do not meet the requirements of key projects due to condition
change.
¡¡¡¡The CSPGP starts progress statistics of all national key
Guangcai Program projects every March 1st. The provincial
branches of the CSPGP organize project-implementing entities
to prepare the progress statistics forms according to requirements
of the CSPGP. Progress statistics forms are required to be
reported to the project department of the CSPGPG by every
April 15.
¡¡¡¡Provincial braches of the CSPGP can have their own key Guangcai
Program projects, while local branches below provincial ones
cannot. Conditions, process for application, recommendation
and approval and management regulations for provincial key
Guangcai Program projects are decided on their own by the
provincial branches (branches of autonomy regions or municipalities
directly under the Central Government) of the CSPGP.
¡¡¡¡The project department of the CSPGP is the project management
organization of the CSPGP. Its major responsibility is to
manage key projects. The basic tasks of normalized management
for project promotion is as follows: qualify Guangcai Program;
perform all-round statistics and integrated analysis to Guangcai
Program projects; approve key Guangcai Program projects; aid
and support key Guangcai Program projects; select sample projects;
publicize and spread the successful experience of sample projects;
organize the compilation of materials of sample projects;
communicate with supervising government body, financial organization,
international organizations and other related units to obtain
support for the projects; provide project dynamic and integrated
information to related department and leaders; give comments
and suggestions for projects.
¡¡¡¡The CSPGP classifies projects into implementation projects,
key projects and sample projects. Implementation projects
are managed by local branches and logged in to project database
of the CSPGP. Key projects, with strict application and approval
process, are managed jointly by the CSPGP and its local branches.
Sample projects are those completed projects with prominent
anti-poverty achievement. The CSPGP sets up samples for Guangcai
Program projects through sample projects. Sample projects
are recommended by local branches, investigated and verified
by the CSPGP for exchange and publicity both in and outside
China. The purpose of sample projects is to promote and spread
the successful experience, publicize the achievements of Guangcai
Program projects so as to expand the influence of Guangcai
Program projects, seek for aid from all social walks of life
and accelerate the all-round development of Guangcai Program
projects.
¡¡¡¡2.3.National anti-poverty structure of CSPGP
¡¡¡¡The CSPGP anti-poverty projects have formed a structure
of "one line, one patch and multi-point" through
project selection, investigation and verification as well
as policy coordination, fund supporting and service consultancy.
¡¡¡¡One line: One line means the line along Jingjiu railway
that has developed plantation, breeding and processing bases.
For example, Guangcai market in south Jiangxi covering an
area of 80 thousands square meters has been set up, and Pinghu
Hualong wholesale market in Shenzhen, Jiujiang railway station
market, Anqing market and Guangcai wholesale market in Fuyang
are also being implemented.
¡¡¡¡One patch: One patch means the area for the Three Georges
project, immigrant arrangement and agriculture industrialization.
This area has obtained its initial achievement and is regarded
as a sample Guangcai Program area. According to the actual
conditions there, the CSPGP puts forward a project plan "54321"
for the area in the next five years, that is, within the next
five years, the Guangcai Program projects will develop farming,
mineral, water and electricity, and tourism resources, train
3000 technicians, implement 200 anti-poverty projects and
establish 10 Guangcai schools to help 100,000 people to lead
a well-off life.
¡¡¡¡Multi-point: Multi-point means that more than 150 national
key Guangcai Program projects and many provincial key projects
scatter nationwide and form a multi-point structure. This
kind of structure achieves notable anti-poverty effect and
these projects especially agricultural projects mainly scatter
in middle and western areas. Now many Guangcai Program projects
have been gradually incorporated into and act as an important
part of national overall anti-poverty economic plan, for example,
Ningxia anti-poverty Yanghuang project.
¡¡¡¡3. Anti-poverty project implementation modes
¡¡¡¡3.1. Anti-poverty project implementation modes in rural
poverty-stricken areas
¡¡¡¡Key areas for development anti-poverty projects of the CSPGP
are the poverty-stricken areas in mid and western China. By
encouraging the people in those areas to be self-dependent
and hard-working, with the aid and support of private entrepreneurs
and with the market demand as the guide, the CSPGP calls the
people to rely on science and technology advancement to exploit
local resources so as to industrialize agricultural resources,
develop commodity economy, provide adequate food and clothing
for them and gradually enable them to lead a well-off life.
The basic ways are:
¡¡¡¡ 1) To develop especially planting, breeding and processing
industries that can directly solve the food and clothing problems
of poverty-stricken areas.
¡¡¡¡2) Actively develop township enterprises in resource-developing
and labor-intensive industries that can fully utilize resource
advantages and labors of the poverty-stricken areas.
¡¡¡¡3) Develop systematic export of labor services to reasonably
and orderly transfer labors in the poverty-stricken areas
or to migrate farmers with special difficulty of living and
development. The center of development anti-poverty projects
is to help poverty-stricken people to foster self-development
conditions that act as the basis in their process of gradually
becoming well off. In the actual project implementation, Guangcai
Program projects adjust measures according to local conditions
and have adopted various anti-poverty modes in rural areas.
¡¡¡¡3.1.1. Agricultural development anti-poverty project mode:
"enterprise + farmer household"
¡¡¡¡Industrial projects are not appropriate in some rural areas
according to the adjustment of national industry policies
and the actual conditions of poverty-stricken areas in China.
Therefore, anti-poverty projects in those areas center mainly
on agricultural development to implement anti-poverty activities
to villages and farmer households. With market as the guide,
household contract operation as the basis, enterprises as
the main body, production operation as the tie, these development
agricultural anti-poverty projects utilize capitals, technologies,
operation and management experience of enterprises to organize
farmer households dispersed in production and operation into
socialized production. This is what is called "enterprise
+ farmer household' mode.
¡¡¡¡The "enterprise + farmer household" mode of Guangcai
Program not only adds economic gains to poverty farmers, but
also pushes forward in all-round way the economic and social
development of poverty-stricken areas. During industrialized
operation, "dragon" enterprises handle well the
benefit distribution with farmers. They care not only their
economic benefit and investment returns, but also the benefit
of involved farmers.
¡¡¡¡ In addition, there are more industrialization modes besides
"enterprise + farmer household" mode as follows:
¡¡¡¡¡¡¡¡1) Agricultural development with plantation and breeding
industry. Typical representative is the agricultural integrated
development zone project in Weichang County in Hebei implemented
by Henghao Group. Zhangjiawan Township, Weichang County in
Hebei Province is called as "the Great Northern Wilderness"
because of its desolate lands. In 1996, the president of Henghao
Group in Hebei with its employees camped on this land to cultivate
thousands mu of sand lands there. After five years of arduous
work, now there have been more than 7,000 mu of pastures and
1,000 mu of crops, 1.5 million sand thorn bushes and 1.5 million
poplar trees. What's more, a boar breeding center accommodating
ten thousands of boars has been set up to go with the planting
projects.
¡¡¡¡ From the end of 1999, 17.94 million yuan has been invested
to this project. After the normal operation of the project,
food and clothing problems of 7,000 local farmers have been
resolved, financial gains of the local government have increased
and the enterprise itself has also gained considerable benefit
from it.
¡¡¡¡2) Enterprise-centered factories. The typical representative
is the feedstuff factories of New Hope Group distributed nationwide.
The anti-poverty project of New Hope Group helps farmers to
develop breeding industry so as to enable them a well-off
life using its feedstuff factories as the "dragon head."
Local branches of the group provide feedstuff, technologies
and breeders to farmers and also help them to sell poultry.
By utilizing its 10,000 of distribution branches, more than
20,000 of salespersons and thousands of science-spread teams
from New Hope Group visit poverty-stricken farmers in towns
and villages to teach and spread scientific breeding technologies
and methods, and promote high-quality feedstuff through lectures,
materials distributing, books donating£¬telephone teaching
and video show. They set up science and technology sample
villages and train breeding sample households.
¡¡¡¡¡¡3) Combination of agriculture, industry and trade. Typical
representative is the konjak integrated processing project
of Meili Group in western Hubei Province. Meili Group, chaired
by private entrepreneur Fan Xiaoxian, set up a konjak processing
base in western Hubei centered around Jingzhou and scattering
around Shiyan and Enshi. It covers 60 thousands Mu of lands
with the investment up to 160 million yuan. The base deals
with the plantation, processing and sales of konjaks. Meili
Group also sets up a high-tech sub-project "Konjak dextrose
glycine" factory investing 63 million yuan. The factory
mainly deals with the distilling of glycine for medical industry.
The anti-poverty project mode of Meili Group is to incorporate
the plantation industry of poverty-stricken areas as its raw
material supply unit. Its development strategy is the industrialized
operation mode "konjak base + konjak farmer + factory
+ high-tech development + international market + brand".
Now the anti-poverty project mode "enterprise + farmer
household" has enabled ten thousands of farmer households
to lead a well-off life.
¡¡¡¡3.1.2. Development migration anti-poverty mode, typical
representative: Ningxia anti-poverty Yanghuang project
¡¡¡¡Development migration anti-poverty project usually first
helps people in scarce living conditions to migrate to areas
with better living conditions and then organizes the people
to implement development production and construction. This
kind of project usually has to involve multiple private entrepreneurs.
At present private entrepreneurs have taken part in Ningxia
Yanghuang and Guangdong Qingxin development migration anti-poverty
projects. Ningxia anti-poverty Yanghuang project is a large
project involving both state government and private entrepreneurs.
¡¡¡¡Ningxia anti-poverty Yanghuang project is one part of the
Eight-Seven Anti-Poverty Plan of China and the Dual-hundred
Anti-poverty Plan of Ningxia Autonomy District. It leads water
from Yellow river (Huang) to irrigate dry half-desert areas
so that the wilderness turns fertile lands. The poverty-stricken
people in mountain areas in south Ningxia then migrate to
these irrigated areas so that their existence and development
problems are resolved. Since the start of the project in 1998,
the state government has invested 3 billion yuan. Together
with the matched effort of local government, now there have
76 hundreds Mu of fertile lands and more than 4,000 migration
households. There are now six towns and 36 villages in these
areas, with the number of people amounting to 21,600.
¡¡¡¡In 1998, private entrepreneur Liu Jinhu donated 5 million
yuan to establish a Guangcai Program migration new village
accommodating more than 100 suites of houses. Each house has
five rooms covering 97 square meters in total. Beside each
house there is one mu of land for developing courtyard economics.
Li Jiuliang in Xixia Gardening Farm provides free of charge
medlar seedlings for gardening economics development in the
new village. It also purchases and processes the medlars produced.
Medlars are the typical and key agricultural plant developed
in Ningxia and they have very good market prospects. Another
private entrepreneur Ding Haiwang dealing with chemical fertilizer
manufacturing sells on credit chemical fertilizers to villagers.
Under the effort of many private entrepreneurs, Ningxia development
migration anti-poverty project achieves great initial success.
¡¡¡¡3.1.3. Enterprise-driving resource utilization and development
anti-poverty mode
¡¡¡¡1) Enterprise-driving natural resource utilization and development
anti-poverty mode, typical representative: Shicun development
project of Guangjiang group in Tuoli county in Xinjiang. In
1995, Guangjiang group in Xinjiang decided to utilize rich
granite resources to build a granite exploration base to help
people in Tuoli County to have a well-off life. It invested
43.8 million yuan and exploits 217 hundreds stere meters of
granites every year. The granite base also brings along the
development of related industries such as transportation and
service. It resolves the unemployment problems of around one
thousand people. In 1997, Guangjiang group merged Hongshi
granite factory invested by Tuoli County and the factory with
the investment of 10 million yuan and a loss of 4 million
yuan quickly turned a new life after one year. Now the finance
of Tuoli County increases 15 million yuan every year because
of the success of this project and the related industry and
employees also gain great benefit from it.
¡¡¡¡2) Enterprise-driving integrated resource development anti-poverty
mode, typical representative: Tibet Qizheng Pharmacy Factory
of Gansu Qizheng Group. The economics of Linzhi area in Tibet
lags far behind other areas in the country due to its poor
transportation conditions, lack of information and mineral
resources. However, it has pure environment and abundant medical
plant resources as well as Tibet-typical human culture. Gansu
Qizheng group then decided to fully utilize the resource and
traditional culture advantage of the Linzhi area by building
factories to exploit the local integrated resources. In 1995,
Qizheng group invested 10 million yuan to build Linzhi Qizheng
Pharmacy Factory. The factory introduces modern advanced technologies
and techniques and utilizes the local natural pharmacy plant
resources to produce new-type Tibet medicine with high technologies
and added values. In 1999, the sales value and the value-added
tax of the factory respectively reached 150 million and 8.3
million yuan. It becomes one of the top 20 tax paying enterprises
in Tibet and its total asset also reaches 180 million yuan.
In the several years after its setup, it has employed more
than 130 Tibet people (among them 51 disabled people). It
has also donated more than 10 million yuan to build local
schools, hospitals, roads and other commonwealth causes and
has greatly promoted the social and economic development of
Linzhi area.
¡¡¡¡3.1.4. Labor employment from poverty-stricken areas to cities
or developed areas. Typical representative: Shenzhen CSPGP
organizes rural labors from Guizhou and Jiangxi to Shenzhen.
¡¡¡¡Shenzhen is a new city with foreign-oriented economy. It
has great demand of rural labors. In 1997, Shenzhen CSPGP
worked with the municipal labor bureau and municipal economic
co-operation office to put forward the slogan of "employing
one rural worker leads one rural household into a well-off
life". They called all state-owned enterprises to actively
participate in anti-poverty projects of Shenzhen CSPGP and
to employ rural labors in poverty-stricken areas. With the
help and support of United Front Work Department and labor
department of Guizhou and Jiangxi province, by the end of
1999 the project has employed more than 250 thousands rural
labors from these two provinces.
¡¡¡¡3.1.5 Market-driving anti-poverty projects that promote
production flow and economic development. Typical representative:
Guangcai market in south Jiangxi.
¡¡¡¡One reason for poverty is poor merchandise flow channels
and old merchandize consciousness. To change this, Shenzhen
CSPGP initiated market anti-poverty activities in some poverty-stricken
areas. Guangcai market in south Jiangxi invested by Shenzhen
CSPGP, Hong Kong Chuangwei Group, Hong Kong Yingxin Group
and Jiangxi government therefore was founded, covering 1,000
mu of lands and located in one of the largest freight organization
station along Jingjiu railway, Ganzhou Eastern Station Square.
The first phase of the project has developed 400 mu of lands
with the construction areas of 230 thousands square meters.
The Guangcai Program in south Jiangxi will become the largest
merchandise wholesale market in southeast China and it will
exert great influence on the economic development of the nine
cities and eight counties in Fujian and Jiangxi around it.
Therefore, it plays great roles in leading people in the revolutionary
base into a well-off life.
1.6 Employment anti-poverty project that moves labor-intensive
enterprises to inland areas. Typical representative: Yitong
Electronics Factory
¡¡¡¡Labor-intensive enterprises in coastline areas are actively
seeking for development opportunities in inland areas due
to increase of labor cost. Therefore, moving to inland areas
has become a normal phenomenon to enterprises in coastline
areas. Shenshen CSPGP acts as a bridge for those enterprises
that are going to move to former revolutionary base areas,
areas inhabited by minority nationalities, remote and border
areas and poverty-stricken areas. For example, to support
Guangcai Program, the president of Hong Kong Yitong Electronics
Co, Ltd., Wen Yijin couple, invested 80 million yuan to found
an electronics factory in national poverty county Ruyuan,
the limestone area in north Guangdong. The factory creates
several thousands of positions. The couple also donated to
found Xijin Elementary School.
¡¡¡¡3.1.8 Intelligence anti-poverty project with multi-mode
talent training and educating
¡¡¡¡Setting up talent training base in former revolutionary
base areas, areas inhabited by minority nationalities, remote
and border areas and poverty-stricken areas and organizing
officials in poverty-stricken areas to visit and study in
developing areas are the major modes of intelligence anti-poverty
projects. Private entrepreneurs cut down fees or charge no
fees in their own private universities or colleges for those
students excellent both scholastically and morally but unable
to be admitted to universities due to poverty. The typical
representative of this kind of intelligence anti-poverty projects
is Yongchuan Guangcai Economics and Technology College in
Chongqing.
3.1.8 Commonwealth donation supporting education and commonwealth
¡¡¡¡Private entrepreneurs have donated more than 400 million
yuan to support education and commonwealth causes in poverty-stricken
areas by the end of 2,000. The donation has mainly been used
to set up Guangcai elementary schools and water supply and
drinking projects in those areas.
¡¡¡¡3.2 Urban anti-poverty projects
¡¡¡¡¡¡¡¡3.2.1. Market-driving anti-poverty projects
In market-driving anti-poverty projects, the market accelerates
¡¡¡¡production flow and economic development in one hand and
it also absorbs more people to be employed on the other hand.
At the beginning, the CSPGP implements market-driving anti-poverty
projects mainly in poverty-stricken areas and then widely
in large and middle cities by combining Guangcai Program and
re-employment projects. Therefore, Guangcai Program is expanded
from rural to urban areas. Now around 20 market-driving anti-poverty
projects initiated by Shenzhen CSPGP is widely implemented
in some large and middle cities such as Anqing, Wuhan, Shanghai,
Huhot and Shenyang etc. The objective of these projects is
to help unemployed workers to be re-employed.
¡¡¡¡¡¡¡¡3.2.2. Anti-poverty projects through setting up enterprises
to re-employ unemployed workers
¡¡¡¡Private enterprises have always been a major channel to
re-employ unemployed workers. Guangcai Program projects in
urban areas are implemented mainly through setting up enterprises
to re-employ in first priority unemployed workers especially
in the third industry. According to statistics of the CSPGP
by the end of 2,000, Guangcai Program in urban areas has employed
907.1 thousand unemployed workers.
¡¡¡¡According to incomplete statistics, by the end of 2003,
the number of direct participants from non-state-owned economic
entity in CSPGP projects (with investment of no less than
500,000 yuan) has reached 14,407, the number of CSPGP projects
has reached 9,765, the actual investment put to the projects
has reached 52.4 billion yuan, the number of persons trained
has reached 2.0 million, the number of persons employed in
these projects, 2.1 million, the warmth and hunger problems
of 4.6 million people has been resolved, and 8.5 billion yuan
has been donated to education and other public welfare causes.
