The Fifth Membership Representative Assembly of CSPGP & First Session of the Fifth Council was held in Beijing from October 19 to October 20, 2015. Yu Zhengsheng, member of the Standing Committee of the Political Bureau of the CPC Central Committee and the Chairman of the CPPCC, met with all the delegates and delivered a speech, stressing that the Guangcai Program is an initiative to guide private employers to participate in poverty alleviation and development and promote common prosperity. Through the Guangcai Program, private employers share burdens with the Party and the government, benefit poor areas and poor people, and make contributions to building a moderately prosperous society in all respects. Private employers should steadfastly adhere to the ideals and convictions, truly become the builders of the socialism with Chinese characteristics, enhance confidence in development, actively adapt to the new normal, continuously strengthen core competitiveness and achieve the high-quality, efficient, sustainable development through transformation and upgrading, fulfill social responsibilities, carry forward the spirit of " Owing wealth to the cause; becoming wealthy to keep progress;combining profit with responsibility of contribution and the responsibility comes first;helping one in danger and donating to poverty; accomplishing success together", and do more good deeds benefiting the country, people and enterprises.
  

    Ma Kai, member of Political Bureau of the CPC Central Committee and Vice Premier of the State Council, Sun Chunlan, member of Political Bureau of the CPC Central Committee and Minister of the UFWD, Chen Changzhi, Vice Chairman of Standing Committee of the National People’s Congress and Chairman of China Democratic National Construction Association, and Wang Qinmin, Vice Chairman of the CPPCC and Chairman of the ACFIC attended the meeting.
  

    Sun Chunlan delivered a speech at the opening ceremony, pointing out that promoting the Guangcai Program is conducive to serving the central tasks of the Party and the state, sharing the development achievements among all ethnic groups, and promoting the healthy development of non-public economy and private employers. We should identify the priorities of the Guangcai Program under the new situation, and conduct accurate poverty alleviation and project implementation to help poverty-stricken areas overcome poverty and achieve prosperity, industrial development and social progress, and to help poor people live a more dignified and happier life. Through the important Guangcai Program, we should attract more private employers and guide them to combine their dreams with China Dream and enhance their ideals and convictions while helping the poor get rich and achieve common prosperity.

    Quan Zhezhu, Vice Minister of the UFWD, Party Secretary and Executive Vice Chairman of the ACFIC, and Vice President of the CSPGP made a work report. According to the report, over the past five years, the CSPGP at all levels implemented a total of 39,559 CSPGP projects, trained 4.63 million people, employed 6.54 million people, helped 8.26 million people out of poverty, and made charitable donations of 42.7 billion Yuan, successively holding 10 "Glory Trip" activities and eight small investment inspection activities. The "Glory Trip" activities covered the old revolutionary bases, ethnic minority areas, border areas and poor areas in Midwest and Northeast of China such as Xiaogan, Xinjiang, Yanbian, Ningxia, Lu’an, Tibet, Ganzhou, Xinyang and southern Xinjiang. Such activities highlighted industrial poverty alleviation. The "Glory Trip" activities involved a total of 2,234 contractual projects, and a total investment of 1,841.2 billion Yuan. Small investment inspection activities involved a total of 367 contractual projects and a total investment of 308.5 billion Yuan, promoting the economic and social development and the healthy development of the non-public economy in old revolutionary bases, ethnic minority areas, border areas and poor areas. "Glory Trip" activities and activities of thanksgiving to old revolutionary areas contributed to a donation of 560 million Yuan. 26 public welfare projects were implemented, including the project of transforming dilapidated houses of the family dependants of the martyrs in difficulty in Yanbian, the project of building Wolfberry Industrial Park in Tongxin County of Ningxia, the water drinking project of Jinzhai County, the project of curing the congenital heart diseases of children from Tibet, the project of Xinxian County CSPGP Experimental School, the project of natural gas access to rural residents in Hotan, and the project of constructing the Rehabilitation Building of Yan'an Bayi Gerocomium. After the outbreak of earthquakes in Yushu of Qinghai, Ya'an of Sichuan, and Dingxi of Gansu, all levels of CSPGP and entrepreneurs actively started the earthquake relief. According to incomplete statistics, private enterprises nationwide donated 980 million Yuan of supplies to the disaster areas in Ya'an and Dingxi, including 680 million Yuan in cash. In cooperation with the National Health and Family Planning Commission of the People's Republic of China, they undertook the "Glorious Health Promotion Project of Tibet, Qinghai, Sichuan, Yunnan and Gansu Provinces", providing gratuitous treatment services for more than 15,000 farmers and herdsmen, and training 1,400 grassroots medical workers. The pilot projects of “CSPGP Care Homeland & Happy Home” implemented in 10 villages in three districts and counties of Chongqing benefited more than 1,200 left-behind children. Social organization rating of China Foundation for Guangcai Program (“CFGP” for short) by the Ministry of Civil Affairs was raised to 4A from 3A. According to the basic experience, we should serve the overall situation and central tasks, adhere to two health topics, highlight ideals and beliefs, and play the important role of chambers of commerce in the Guangcai Program. In the next five years, we will mainly organize the “Enterprise for Villages Project” for accurate poverty alleviation, continue to carry out "Glory Trip" activities, build public project brands, strengthen ideological and political construction of entrepreneur council members, and improve the CSPGP.

    The draft of amendment to the Articles of Association hereof was examined and adopted, and the Fifth Council was set up, in which Quan Zhezhu was elected as the President, Xie Jingrong and other 23 comrades became Vice Presidents, and 114 comrades served as executive council members.
